Extending the Development of Hybrid Energy Sites at Kibbutz Kalia

As Israel accelerates toward its renewable energy goals, hybrid energy sites, combining solar PV with advanced battery storage (BESS), ar emerging as a game-changer. This hybrid approach mitigates solar intermittency and provides a strategic answer to the dual challenge of energy security AND grid flexibility.

Particularly relevant for countries with dense grids and high solar exposure, hybrid systems offer:

  • Time-shifting power: solar peaks at midday, but demand peaks in the evening—storage bridges the gap.
  • Grid resilience: stored energy stabilizes the grid during disruptions, vital in areas using multiple generation technologies or an unstable grid.
  • Cost efficiency: smarter dispatch reduces dependency on costly, fossil-fueled backup during peak demand.

But hybrid systems are only as effective as the Intelligence behind them. This is where innovative Energy Management Systems (EMS), backed up by tailored SCADA, come into play, with capabilities such as real-time optimization, autonomous control and portfolio-level single dashboard view.

And it’s already happening, big time!

Across Israel — from the Negev to the Galilee — new hybrid energy projects are gaining serious momentum. One of the latest examples is Kibbutz Kalia, near the Dead Sea, a new hybrid site now under construction where:

  • El-Mor is leading construction.
  • RAPAC Energy as the IPP.
  • Contel Smart Energy is providing a full suite of technologies — including PPC, SCADA, EMS, and cybersecurity systems.

The site will enable precise, resilient, and data-driven energy management from day one.

This project shows how Israeli engineering, innovation, and cross-sector collaboration are strengthening the future of energy, for Israel and also as a model worth watching globally.
