Overview
As the lead EPC contractor for the Beit Ezra renewable project in southern Israel, BElectric was tasked by site owner EDF Renewables with executing a complex, utility-scale hybrid facility. The site combines a ground-mounted single-axis tracker solar array with a 30 MWh battery energy storage system (BESS), all through a centralized inverter, operating behind a single 6 MWac point of connection (PoC).
To deliver an integrated, grid-code-compliant facility on schedule, BElectric partnered with Contel Smart Energy to design, commission, and deploy a robust SCADA, EMS and Cyber Security Systems.
Challenge
From an engineering and EPC perspective, hybrid plants are significantly more complex than standard PV assets. To meet grid requirements and deliver a turn-key solution to EDF Renewables, BElectric had to overcome key technical hurdles:
- Multi-Vendor Equipment Harmonization: Integrating Central inverters, single-axis trackers, and BESS hardware so that they operate as a unified, single power plant.
- Strict Grid-Code Compliance: Ensuring real-time power capping precisely at 6 MWac at the point of connection while managing active/reactive power, dispatch requirements, and strict ramp rates enforced by the grid operator.
- Real-Time Storage & Solar Orchestration: Shifting excess daytime solar generation into storage seamlessly and dispatching it under dynamic regulatory rules and predefined operational regimes.
- Operational Resilience & Cyber Security: Navigating changing grid states with controlled load-shedding commands, meeting stringent cybersecurity standards, and achieving full audit readiness for the Ministry of Energy.
Contel Smart Energy Role
BElectric worked alongside Contel Smart Energy, who supplied and integrated their homegrown Energynie™ Hybrid SCADA and EMS platform:
- Unified Hybrid Architecture: Contel integrated all central PV inverters, storage systems, and single-axis trackers into a centralized interface, giving BElectric and the site operators end-to-end visibility and real-time control.
- Power Plant Controller (PPC): Contel’s PPC enforced strict active- and reactive-power regulation alongside dynamic ramp-rate management, keeping total plant output locked at the 6 MWac point of connection threshold.
- Intelligent EMS & Forecasting: The Energynie™ platform deployed real-time solar shifting, day-ahead generation forecasting, and techno-economic dispatch logic to maximize the value of stored energy.
- Grid Transition & Cyber Compliance: The control architecture supported safe on-grid/off-grid transitions with supervised load-shedding via I/O commands, fully certified through Ministry of Energy cyber-security audits.
Results
With Contel’s control layer fully integrated, BElectric successfully handed over a turn-key, fully compliant power plant to EDF Renewables in 2026.
